Die deutschen Stadtregionen als Politik- und Handlungsebene - Eine (fiktive) Bilanz zum Deutschen Geographentag 2011

Abstract

Following a fictitious retrospective from the year 2011 on the evolution of the urban regions in Germany since the end of the last century, this paper shows the progress in policies for the urban regions during the last decade. It is shown, that there is still a huge variety of organizational approaches, but a clear tendency towards powerful political institutions on the regional level. Some regions could consolidate their lead (especially the Stuttgart region), while some newcomers surprised their surroundings (especially the Bremen and Halle regions). Other regions lost their leading position as the Rhine-Main-area because of the fragmentation of regional powers and competences. The most important issue in regional policy organization seems to be a clear separation between a strategic level (the "Regionalkreis" as a directly elected body) and the institutions on the operative level which are to be steered from the political body by contracts.
