A changed perception of the state corresponds with a change in planning, which is expressed in particular through new forms of governance, i.e. a change in the way society controls, regulates and coordinates actions. Examples of this change include globalisation, internationalisation and the increase in the importance of non-governmental actors. Spatial forms of governance at different planning levels are examined. The focus is on actors and processes and also on the change in planning theories. In particular, we examine planning instruments and organisational forms that promote the integration of civil society as well as private sector involvement in spatial planning and that consid7er civil society´s requirements.
