Bürgerbeteiligung 3.0 - ein digitales Dialogtool zur Entscheidungsunterstützung im Rahmen der Energiewende

- Abstract
In accelerating the energy transition, it is important not to lose sight of either nature and landscape conservation or citizen participation. Instead of limiting participation opportunities, new formats are needed to involve community members more actively and responsibly in shaping their local energy landscape. To this end, a digital dialogue tool was developed based on findings from behavioural science. The core elements of the tool are the specification of a target electricity yield for the planning area scaled down from the national level and information on spatial limits for a socially accepted and nature-friendly allocation of wind or solar energy plants. In workshops, community members simulated the allocation of wind turbines on an interactive map to achieve the target electricity yield. The digital dialogue tool was evaluated in three municipalities. The results showed that the dialogue processes and the local sense of responsibility as well as the acceptance of renewable energies were promoted locally. The results can be used as participatory input to regional or urban land-use planning.
