Kooperative Prozesse für klimaangepasstes Planen und Bauen im Quartier am Beispiel des DAS-Leuchtturmprojekts KlimaWohL in Hannover

Abstract

This article is part of the cross-sectional action field of “spatial, regional and urban land use planning” of the German Adaptation Strategy (DAS), which has been the strategic framework for climate adaptation policy since 2008. According to this, the cross-sectional action field of spatial, regional and urban land use planning, including the informal fields of urban and regional development, plays a crucial role for climate adaptation. It is at the beginning of the risk prevention chain and spatial precautionary concepts are developed with high sustainability. Although there are many scientific findings from extensive model projects and also practical guides on how climate adaptation can be implemented in urban land use planning, there is still little knowledge on how climate-adapted planning can ultimately be successfully implemented in practice. Little is known about how municipalities can cooperate with private players in the housing industry. This is what the article focusses on. Using the example of the DAS lighthouse project KlimaWohL (climate-adapted housing and living), which was carried out by the city of Hannover in cooperation with a private company from the housing industry, a real-life process illustrates how climate adaptation can be considered and implemented throughout the whole process, starting from planning through construction to operation and use as a new housing quarter. Interfaces between the different planning and development phases as well as possibilities for cooperation are shown in order to ultimately implement climate adaptation efficiently and effectively.
